Just go where it will let you and you'll come across some movable boulders. Once you make them look like fools, go inside. One has a Rattata, just to give you an idea of the difficulty.

One Island I think the choice is clear, but it's One Island for those that get as lost as I do sometimes. Some sailor will ask you for a ticket and you specify an island to visit. Get to Vermilion City somehow and go down the dock you used to get on the SS Anne. Okay, maybe it's not that bad, but you get the idea.
